Niedoceniany mechanizm prawyborów do Kongresu pozwala Reprezentantom i Senatorom zachować niezależność od Prezydenta, który pozostaje politycznym liderem swojej partii. Uprawnienia Kongresu względem administracji pozostawałyby ułudą, gdyby Prezydent mógł bezpośrednio wpływać na wystawianie kandydatów w wyborach kongresowych. Dodatkowo prawybory pozostają istotnym czynnikiem upodmiotowienia wyborców

Abstract:
The underestimated mechanism of congressional primaries allows Representatives and Senators to remain independent of the President, who continues to be the political leader of his or her party. Congress’ powers over the administration would remain a delusion if the President could directly influence the fielding of candidates in congressional elections. Additionally, primaries remain an important factor in voter empowerment.
